NAHARLAGUN, Feb. 2: Arunachal Pradesh Governor has decided to accord state honour to first Lok Sabha Member of NEFA (now Arunachal Pradesh) Chow Khamoon Gohain Namshum, who breathed his last at the age of 90 at native Guna Nagar Village today.
He is survived by two sons and five daughters and number of grand children.
The state governor also declared 3(three) day mourning in honour of the departed soul.

Terming the people as the resource of the state, the MoS stated that the people should get better life and job in the state, adding that the entire state should get better postal services and best possible mobile and satellite services through BSNL.
Stating that Arunachal Pradesh with vast resources is in the need of various infrastructures to accelerate the pace of development, Pilot said that there is no shortage of fund for the development of the state.
Congratulating the people of the capital city on laying the foundation stone of the Head Post office, the MoS advocated for extension of postal services to every nook and corner of the state. He informed that under Project Arrow various Post Offices in the country were selected with full digitization and computerized technology for providing different categories of peoples services.
While emphasizing on lending quality services with customer friendly attitude, Pilot hoped that the Head Post Office, a Rs 1.63 crore project will serve the people with better services and emerged as one of the best in the region.
MP Takam Sanjoy in his address said that Arunachal Pradesh deserves special attention because of its vast resources and being the sentinel of the country with its strategic location, adding that if Arunachal Pradesh is safe, India is safe. School sans teachers !

I would like to draw kind attention of the authorities concerned toward the pathetic education scenario of Jime Pry. School, Daring Circle, West Siang District.
There has been no teacher since the last week of August, 2009 in the school as the teacher of this school was transferred just before the Assembly election in the state.
There are more than 5000 SSA teachers, most of them are serving in the Pry. Schools. Unfortunately, no single teacher is here at this school.
Now every school is ready to set for exam session 2009-
I request the concerned authorities to look into the problems in the greater interest of the future of the school going children.

ITANAGAR, Feb 2: Nationalist Congress Party (NCP) state unit in its 3rd state level executive meeting held here today adopted resolution demanding white paper on the numbers MoUs/MOAs (Memorandum of Understandings/ agreements) signed with the private power developers. The party said it discouraged wastage of public money in appointing excess parliamentary secretaries as it breaks all the constitutional norms/provision of downsizing and the office of profit, said a party release.
Urging the Centre to release peace and green bonus for the state immediately, the NCP questioned why the states Govt. have no A.O.P (Annual Operating Plan) this financial year, ‘despite of having realized huge taxes from various departments and other resources.
Urging the state Govt to improve the law and order problems in the state, especially in Tirap and Changlang districts, the house condemned the attack on RGU Vice Chancellor. The NCP executive said that Govt. should immediately revoke the suspension order of some of the officers and cancel the transfer orders which were allegedly done on political revenge motive.
While resolving to strengthen the party in the state, the meeting decided to conduct a state level seminar with participation of the educated youths on the subject – “the Role of political party in the state and the vision plan of NCP for the state. The meeting presided by NCP state unit president L. Wanglat was participated by NCP legislator Techi Kaso who suggested various relevant points that were debated among the Pradesh office bearers.
NCP state unit general secretary Takio Tarak, speaking on the occasion lauded the role of Techi Kaso in making the city clean. The party have appreciated the efforts being put in by the capital administration and all the concerned officials and urged the DC capital to take bold measures for clean and green City, the release said.
BSNL customers pinning high hope from Pilot’s visit

ITANAGAR, Feb 2: Whatever reasons the authority may give, BSNL service in Arunachal Pradesh is worst, a bitter truth, which even the authority, can vouch for.
Local dailies are always flooded with complaints against the BSNL on their faulty service.
Taking the advantage of Union Minister of State for Communication and Information Technology, the East Kameng Social Welfare and Cultural Organization (EKSWCO) and All East Kameng District Students Union, two premier organizations of the East Kameng district have came up with plethora of complaints.
EKSWCO complained that Seppa, the district headquarter of East Kameng, is facing communication bottleneck with the only service provider refusing to heed to the grievances of huge number of BSNL customer.
EKSWCO publicity secretary Dahey Sangno informed that the BSNL telephone exchange at Seppa is overstuffed with complaints, both verbal and in written, but the authority is turning deaf ear to them. “Since early morning we have no mobile network here. This is a sweet coincidence. Usually authority corrects things whenever an honourable visits Arunachal. But even the visit of Union Minister of State failed to evoke positive response”, he added.
He also informed that though the BSNL authority has erected towers at Bameng, Seppa and Bana area of the District about 1 and half years ago but is yet to be commissioned.
On the other hand, the AEKSU president Tukfi Riang rued that despite assurance from the BSNL General Manager Itanagar to improve the mobile service, the district is still bereft of proper service. “The service here has gone from bad to worse”, he complained.
During the last part of 2009, AEKSU had proposed to return all the BSNL SIMs as a mark of protest against faulty service. “We have to cancelled our proposed agitation at the last hour in the wake of assurance from the general manager who promised to provide new machines at the Seppa Exchange”, recalled Riang.
Meanwhile, both the organizations, in two separate statements, have expressed high hope that the visit of the Union Minister of State for Communication and Information Technology will set the things right before leaving for Delhi.
ITANAGAR, Feb 2: The First Member of Parliament (LS) of erstwhile NEFA (Arunachal Pradesh), Chow Khamoon Gohain Namshum passed away at 9 am today at his native Guna Nagar Village.
He was 90 and survived by two sons and five daughters. His last rites will be performed on Feb 4, according to family sources.
Late Chow Khamoon Gohain Namshum was second son of Late King Chow Kanan Gohain Namshum and late Nang Uktra Gohain Namshum.
A towering personality of his time, Chow Khamoon Gohain Namshum was a man of immense popularity and well respected among his own people as well as people in Assam and other neighbouring states. His affable and generous nature endeared him to all who came in contact with him. His hospitality is legendary and is known far and wide in the region. It was his belief that whoever came to meet him came with love and had made the effort to do so and was to be looked after in the same measure.
Meanwhile, prominent personalities, NGOs and Govt officials condoled the death of the former MP.
“With the demise of Chow Khamoon Gohain Namshum we have lost a visionary and dedicated leader who led not only the Khamti Society but whole earstwhile NEFA,” said PH and WS Minister Chowna Mein in his condolence message.
Mein said, late Namshum commands respect from all the people irrespective of cast and creed. His contribution for uplift of poor, farmer and his feeling of dignity of labour will always be remembered.

NAHARLAGUN, Feb 2: The Managing Director Arunachal Pradesh Forest Corporation Ltd cum SFRI Director GN Sinha said that Bamboo, which was earlier, called as poor man’s timber has become commercially viable resources in the present time and informed that the Bamboo Processing Centre at Poma, a pilot project on the line of community development programme, is set up with an aim to create employment avenues to the locals and opening of scope for sustainable economic development of the area to make the people economically well off.
Speaking at an interactive programme with a team of visiting Media persons from North Cachar Hills at Poma Bamboo Processing Centre, 18 Kms away from Itanagar today, Sinha said that the centre is a joint initiative of Raj Bhawan, Itanagar and the State Forest Corporation for which the location was identified by Governor, J.J Singh at Poma village to make it a model village.
Giving a background of the unit, he said that Arunachal Pradesh is making fast progress to achieve both economic and human development from forest resources specially Bamboo, adding that this forest resources have to be utilized to achieve sustainable economic growth in the state. He said that the concept of Bamboo processing was to expose the uses of bamboo which is increasing manifold in a business mode through involving the local community. Run by the Poma Development Society headed by ZPM Techi Ana, the centre is presently imparting skill development training to 30 local people on various bamboo crafts. Of the total 30 trainees, 10 would be selected as master trainers to train up people in other parts of the district.
APFCL, DM (M&E) G Rime also highlighted on the Bamboo Processing unit and informed that presently this mini industry is producing semi finished product and hoped that it would be capable of producing finished products in the near future.
APFCL, DM, B Banerjee while highlighting the importance of Bamboo and its products said that the concept is designed for transferring technology to the locals who are otherwise already expert in the line and polishing their talent through skill development trainings.

Scientists collect samples to study mysterious fish disease
YINGKIONG, Feb 2: With initiation from J.K. Panggeng Parliamentary Secretary (Fisheries) Arunachal Pradesh and direction from Dr. P.C. Mahanta, Director Coldwater Fisheries Research Institute, Bhimtal Uttarakhand and Tage Moda, Director of Fisheries, state Govt, a joint field tour has been conducted from Jan 30 to February 01 to assess the mysterious fish mortalities in rivers of Upper Siang district.

It was observed that only one fish species (Schizothorax spp.) was affected.
Tissues in lower jaw of most of the fish samples were in degenerating condition with presence of mild lesions and gills were found to be damaged and clogged.
Moreover, the gut content analysis of samples revealed fishes with empty stomach. Above all, fish samples were observed to be healthy.
All types of sample like gills, liver, intestine and kidney etc. besides water and periphyton from the rivers were taken for laboratory analysis to detect the actual cause of fish mortality.
Panggeng visits villages
under Katan circle
Earlier on Jan 28, J. K. Panggeng, Parliamentary Secy. (Fisheries, law & justice) along with officers and Panchayat members visited the villages of Katan Circle on Jan 28.
The team also surveyed the rivers of the area.
The villagers informed that due to natural water falls at Timi and Sirang rivers, the fishes could not migrate to upper reaches of these rivers, hence, the population of the fishes are very less in the area. The DFDO informed that constructing fish ladders in these rivers will enhance the migration of fishes in the upper reaches of the rivers.
The Parliamentary Secy. Opined that wherever feasible, fish ladders may be constructed and the area should be developed as tourist spots. He directed the EE(PWD) and DFDO to prepare estimate for development of fish ladders and tourist sports in the area.
He also inspected the PWD road from Katan to Jeying and the two log bridges over Yamne river. He appreciated the efforts of the villagers in constructing these temporary log bridges. He instructed the EE (PWD) to clear all obstructions on road so that there is smooth road connectivity for Katan to Pasighat. DIPRO

ITANAGAR, Feb 2: A state level meeting of Arunachal Pradesh Congress Seva Dal was held at Indira Gandhi Congress Bhawan, Nahalagun yesterday.

Sensitization Workshop for Govt Officers was held on 28 January in village Wingko. Before this workshop, a village level meet was held in first week of January. R.K.Sharma, ADC, Namsai and District level heads of departments like PWD, WRD, PHED, Power, Horticulture and Forest Department participated in the workshop. The Village Development Committee discussed with Govt. officers the immediate priorities of villagers in overall socio economic developments of the village.
While responding the demands placed by the villagers, the District Medical Officer assured medical help through ASHA and posting of a female health worker in Primary Health Centre. She also advised villagers to undertake preventive measures to avoid disease like malaria
Executive Engineer, PWD state that due to shortage of funds department could not take up maintenance of road. He assured villagers that during next year sufficient funds will be asked for in AOP to enable the department to take up maintenance work.
Assistant Engineer, Water Resources Department, informed that shortly a lift irrigation project under Accelerated Irrigation Benefit Programme (AIBP) will be implemented which will start canal irrigation in the village. He advised all farmers to undertake land development works in their fields so that of irrigation facilities can be utilized for agriculture.
Executive Engineer PHED stated that the village is partially covered under drinking water and their efforts are on to make it fully covered. He also assured proper sanitation and drainage work in the village
District Forest Officer advised all villagers to form Village Forest Management Committee to take care of forests, while, Sericulture Training Officer advised all farmers to undertake bee keeping on a large scale as honey can be easily marketed in locally and in Guwahati.
Villagers and Govt. Officials were apprised about developments initiatives of NABARD for the village such as Rural Haat, Rural Mart, SHG and Farmers Clubs. It was explained that NABARD will coordinate efforts of all stakeholders in overall development of Wingko village through synergy and convergence.
The SDO, Agriculture, the President, National Youth Project also spoke on the occasion. R.K.Sharma, ADC Namsai while summing up said that villagers should support Govt. initiatives with honesty and integrity and avoid misutilization of Govt. assistance.
